The National Highway Traffic Safety Administration (NHTSA) conducted an investigation to ascertain why fifteen passenger vans have a greater propensity to roll over than other similar vehicles, i.e. mini-vans.   Based on NHTSA's findings, and the companion memorandum prepared next to it, the FVPP recommends that agencies study the reports prior to deciding which seating configuration will best suit their needs.
